Council to hear Rockford Homes appeal

Rockford Homes is appealing the city’s latest rejection of the company’s plans to build a 112-unit apartment complex between Groveport Road and Cormorant Drive, east of Thrush Drive.

The Canal Winchester Planning and Zoning Commission denied the firm’s latest proposal for a final development plan in January. A public hearing on the appeal is scheduled for 7 p.m. Feb. 18 before Canal Winchester City Council, immediately preceding council’s regular session. Both the hearing and the meeting will take place at Town Hall, 10 N. High St.

In 2008, the company took the city to court to win approval for the project; however, the company did not meet the court-outlined time frames for construction and the approval lapsed. That approval hinged on zoning text dating back to 1990.

“I think it’s fundamentally problematic for (Rockford Homes) to come in before us and want to build something based on standards that are 22 years old,” planning commission member Mike Vasko said.
