CW’s 2012 expenses decrease, general fund balance rises

Canal Winchester officials were pleased by financial reports showing the city’s expenditures decreased in 2012, leaving the general fund strong at year end.

According to City Finance Director Amanda Jackson, the general fund balance ended at $2.9 million for 2012, about $100,000 higher than the final 2011 balance.

“We ended the year on a very good note which will really help us going into 2013,” Jackson said. “We’re really only spending what we’re bringing in.”

Jackson’s report to City Council showed a decrease in spending of 5.5-percent over 2011 figures while revenue remained consistant between both years.

“There was an increase in December revenue between the two years which is mainly attributed to the timing of the Gender Road Phase II grant money passing through the account,” Jackson said.

Councilwoman Bobbie Mershon thanked staff members for their work to keep spending under control, the other council members agreed.

“I’m very pleased with the financial outcome of 2012 and thankful for staff doing their part,” Mershon said.

Looking forward to 2013 Jackson reported 2012 Real Estate Tax Valuations increased slightly from 2011 by approximately 0.6-percent which, she said, will result in a similar increase in real estate tax collections during 2013.

“I’ve also begun preparing the city’s 2012 annual report which is required to be filed with the Auditor of State’s Office by May 30,” Jackson said.

The city contracts with accounting firm Julian and Grube to help compile the report.

Development Director Lucas Haire said things are already picking up for the city in regards to new development as well, and he expects several new applications to come before the City Planning and Zoning Commission over the next few months.

“Things are picking up, we’ve got several applications for the next Planning and Zoning meeting, but unfortunately, in the midst of getting busy we’ll be looking for a new Planning and Zoning Administrator,” Haire said.

Current administrator, Andrew Dutton, is leaving for a new position in Wooster at the end of January.
